FY19 Appropriations Request Process for Congresswoman Cheri Bustos
Every year, Congress is responsible for allocating funding for offices, programs and grants administered by the federal government. Members of the House of Representatives who are not on the Appropriations Committee have the opportunity to weigh in on important programs and funding levels through appropriations requests. These requests are submitted to individual subcommittees for consideration before the year’s appropriations bills are written.
Appropriations requests provide an opportunity for our office to advocate on behalf of programs that are important to Illinois’ 17th Congressional District, including funding for programs that promote jobs, access to healthcare and update infrastructure in our communities.
Funding requests do not guarantee funding for any individual program. These requests should not be confused with grant applications and do not provide the opportunity to request a funding award for a specific non-profit entity or project. In order to be submitted by Congresswoman Bustos for consideration, all requests must comply with all House rules. Specifically, requests may not constitute earmarks, defined by House Rule XXI as:
“Providing, authorizing or recommending a specific amount of discretionary budget authority, credit authority, or other spending authority for a contract, loan, loan guarantee, grant, loan authority, or other expenditure with or to an entity, or targeted to a specific State, locality or Congressional district, other than through a statutory or administrative formula-driven or competitive award process.”
This year, our office will be accepting suggested funding and language requests for the FY19 appropriations process electronically. All requests must be submitted to Congresswoman Bustos by March 12.
